In case you are wondering just who are the sponsors of the forthcoming Palin-Wallin Calgary conservative gabfest, they are listed on a series of half page ads in the hapless Calgary Herald.

At the top of the list is Walton. Walton is a private Calgary-based land investment company estimated to be worth gazillions and with holdings in many corners of the world. The company has been a soft landing for several right-wing retired politicos who have joined its advisory board after the sun had set on their careers. Among the lucky ones who have landed this sought-after lucrative sinecure are Ernest Manning’s son Preston, conservative gadfly and political groupie Thompson MacDonald, and most recently, ex-Premier Ralph Klein.

The right-wing think tank, The Fraser Institute (surprise, surprise), is also on the list. Among its former directors are those great Canadian role models Conrad Black, David Radler, and Peter Pocklington. Oh yes, the Fraser Institute has also had among its ranks a noted plagiarist by the name of Dr. Owen Lippert. Dr. Lippert who served the institute as a senior fellow and policy analyst, you will recall, took the rap for Stephen Harper when it was disclosed that Harper had given a plagiarized speech in the House of Commons in defence of Canada entering the war in Iraq.

Enmax Corporation is also a sponsor. Enmax is a 2 billion dollar energy distribution company wholly owned by the City of Calgary. Among its directors are Cliff Fryers, a former pooh-bah of the Reform and Alliance parties and loyal and faithful man-servant to Preston Manning, ex-Ontario premier Mike ‘Duffer’ Harris famous for his ‘Common Sense’ nonsense revolution of years gone by, former Klein-era Tory cabinet minister Greg Melchin, and the ubiquitous Thompson MacDonald.

The Rogers Group is also on the list. Apart from the usual assortment of conservative Bay Street captains of industry and members of the Rogers family that grace its board, surprisingly there appears to be a token Liberal – none other than David Peterson, former Ontario Premier who was confined to the dust heap of history by Bob Rae when he led the Ontario NDP to power almost twenty years ago.

The Progressive Group for Independent Business is a sponsor. It’s advisory council is a Who’s Who of Calgary’s lunatic far right including failed Wild Rose Alliance leadership candidate Mark Dyrholm, and uber rabid anti-gay rights conservative motor mouth Craig Chandler. Chandler has had mostly controversial associations with the Social Credit, federal and provincial Progressive Conservative, and Canadian Alliance parties. He has openly apologized to the citizens of the United States for Canada’s unwillingness to invade Iraq, was rejected by Premier Stelmach as a Progressive Conservative candidate to contest a provincial election, and has had run ins with the Alberta Human Rights Commission and the Canadian Broadcast Standards Council. Among his more noteworthy public statements in 2007 the Ontario-born Chandler informed others who came to reside in Alberta:

"You came to here to enjoy our economy, our natural beauty and more. This is our home and if you wish to live here, you must adapt to our rules and our voting patterns or leave. Conservatism is our culture. Do not destroy what we have created."

As we speak, Pocklington is being pursued on two separate fronts in connection with his assignment in bankruptcy in his adopted home state of California. First of all, there are the bankruptcy proceedings themselves. At this point, Trustee in Bankruptcy Robert Whitmore wants to know just precisely what Peter Puck’s assets are as well as their whereabouts, so that he might scoop them up and distribute them amongst Puck’s patient creditors. To that end, Whitmore has a bunch of questions that he would like to put to the shameless and duplicitous ego maniac*** to be answered under oath. Questions such as where are your Stanley Cup rings? Who owns the 10 Andy Warhol prints of Mick Jagger and other objets d’art already seized? And what about those reported off-shore bank accounts in the Bahamas and elsewhere? These are questions arising from what Whitmore already knows as well as Puck’s astonishing declaration that he has debts of 19 million bucks and assets of - heh, heh, - $2900!

The other front on which Pocklington is doing battle are two felony counts he is facing for allegedly filing false statements to conceal assets in connection with that same assignment in bankruptcy. He is scheduled to face trial in criminal court on those charges on August 11.

It was reported yesterday that the former insufferable Edmonton sports impresario and ex-director of the right-wing Mickey Mouse think tank known as the Fraser Institute, now wants to be protected by the Constitution of the United States in order to avoid answering the further questions that Whitmore wants to put to him in the bankruptcy proceedings.

Yes, the disgraced bamboozler and legendary welcher now wishes to seek the protection of the Fifth Amendment of the Constitution of the United States, or, ‘take the fifth’ as it has been invoked in other well-known trials or congressional hearings by lawyers and their unsavoury, rough-hewn, swarthy gentlemen clients who often wear bulging pin striped suits, black shirts, white ties, and wide-brimmed fedoras and who sometimes go to jail for very long periods of time.

The dilemma faced by Pocklington is that the answers to the dicey questions about his assets that Whitmore wants to put to him in the bankruptcy proceedings may very well sink him in the criminal trial in August. In the words of Pocklington’s mouthpiece, lawyer Brent Romney, “His [Pocklington’s] testimony may ‘provide a link in the chain of evidence' needed to prosecute him in either federal or state court.” Well, I guess.

This is not to mention that Whitmore’s questions and Pocklington’s answers may also alert a whole slew of Canadian creditors – including the government of Alberta - as to the whereabouts of some of those assets so they can get their grubby little hands on them.

About the assets thus far, Pocklington’s lawyer argues that Pocklington long ago gave some of the stuff – including Inuit art and Buddha sculptures - to his long-suffering wife and therefore it doesn’t belong to him. Pocklington, for his part, disclaims knowledge of the location of the Stanley Cup rings and says they have already been sold. As to the reported off-shore Bahamian bank accounts, Whitmore has asked the Bankruptcy Court to hire a special counsel to chase them down for the creditors.

Anyway, Peter Puck’s miserable life continues. His light at the end of the tunnel may very well be the train.

HOT OFF THE PRESS: PETER PUCK IS IN THE SLAMMER

Assets? Assets? I have no assets.

Well, well, well. Just when I was running out of ideas. Just as I was suffering from writer’s block. Just when this bloody depression was really starting to get me down, along comes a truly inspiring news item to get the juices flowing.

Yesterday the ex-Canadian and rip-off connoisseur Peter Pocklington was taken from his luxurious digs in Palm Desert by ten armed FBI agents. His destination? The slammer located in the gritty mean streets of Riverside California. He is under arrest and facing charges for bankruptcy fraud. See:

The whole episode scared the hell out of his long-suffering, loyal and faithful 87 year-old mother Eileen who was visiting with Pocklington and his wife at the time. The old girl said “We were still in bed, they broke the lock and came in. . . . There was 10 of them . . . . I heard all this banging, I think, ‘What on earth are the neighbours doing?’ Bang, bang, bang. . . . Little did I know.” She added that she had no idea her boy was in trouble. She said, “I just couldn’t believe, never in my life would I ever believe. . . . He has always been fine.” Yes, yes. Dear me. Ahem.

It must have been all of that bad company that led her misunderstood boy astray. Guys like Gretzky, I suppose, or Marc Messier. Poor kid. And she had such high hopes for him. She said young Peter – age 67 - told her when she got off the plane for her visit that he was all excited about “another big deal, I forget what country.” Indeed.

With Pocklington obviously believing, much like fellow ex-Canadian in a U.S. jail Conrad Black, that ordinary laws applied to ordinary people and that he was anything but ordinary, prosecutors say Pocklington recently made an assignment in bankruptcy attesting to 20 million in debts and – get this – 3000 measly bucks in assets. The gendarmes now accuse Pocklington of hiding bank accounts, assets in offshore companies, and spinning off art and fine furniture to his buddies, all of which he failed to mention in his sworn declarations. Last year a bankruptcy trustee was chasing him for about 300 grand that he allegedly received from auctioning some of his sports memorabilia from his glory days as Edmonton Oilers’ Peter Puck.

PETER PUCK WELCHES ON A COMMITMENT TO KIDS

For years, Peter Pocklington was a legendary figure in Edmonton. To say he was high profile is an understatement. He cultivated the image of a swashbuckling entrepreneur. He was a cocky car dealer, real estate developer, meat packing house owner, promoter of right wing causes, candidate for the leadership of the National Progressive Conservative Party and above all, publicity-crazed owner of the Edmonton Oilers during the legendary Gretzky years. Edmontonians and the sporting world affectionately called him ‘Peter Puck.’

On Sunday the Edmonton Journal published a sad and pathetic story about Peter Puck who for some years now has been living in California. The story tells of Pocklington welching on a commitment he made to junior high school students during the time he was still a leading citizen in Edmonton. The story goes that in 1997 Pocklington promised to pay university or college tuition for all Grade nine students of the inner city McCauley Junior High School who attained an average of 80% or better and who decided to go to university or college when they had completed their high school studies. He even shook the hands of the students who had qualified and gave each of them a certificate and Edmonton Oiler jersey.

Pocklington said he decided that McCauley students should be the ones to receive his largesse because he knew parents of children in that school could ill-afford to pay for their children’s university or college education.

Boe Lefebvre, now 26, was one of those students. He couldn’t believe his good fortune. He said “All throughout junior high, I knew I wanted to be on the list. For my parents, it was a huge weight off their back because there was no way they could pay for my education." Boe graduated from high school and enrolled at college. He fulfilled his end of the bargain. He racked up a total student loan of $11000 while at college. He is now married, operates a business and is working on a degree.

Alas, it has now been the better part of a decade that Boe has put the arm on Pocklington to pay up. So far, there has been not a hint of the green stuff crossing Boe’s palms. There have been sporadic communications between the two and some promises to pay, but still no bread.

Another young man who got stiffed was Sam Ngai. Sam was philosophical about it saying, “I wasn’t so much mad as disappointed, but I guess that’s life.”

When contacted about the matter Pocklington said that he had left some money with the Alberta Treasury Branch to administer the program, but the guy in charge had left. In Peter Puck’s words, "That is the last I know about it. That was 13 years ago, and normally, there is an end to these type of things."

Although Boe’s attempts to get Puck to honor his commitment have not yielded results he seems to be willing to continue the fight. He says “I knew this was going to be a longshot from the get-go, but in my mind, it all comes down to principle.”

By the way, until recently the famed Peter Puck was a director of the Fraser Institute. You remember the Fraser Institute, shurely. It promotes that hard right flim-flam about the perfection of markets, deregulation, rugged individualism, laissez-faire economics and other Aynrandian voodoo which is gospel to much of the business establishment. Why, the Calgary Herald even puts more stock in its studies than it does in the collected works of Stockwell Day.

As I have earlier pointed out in my musings the famed Institute has or has had among its real or wannabe fat cats, former directors and convicted felons, Conrad Black and David Radler, and senior policy analyst and admitted plagiarist Dr. Owen Lippert. Now the former director and welcher Peter Puck joins this distinguished company.

FRASER INSTITUTE: ALBERTA ROADS GONE TO POT(HOLES)

If anyone needed convincing that the Alberta infrastructure has gone to potholes under the successive Klein and Stelmach regimes, one need not look further than a recent report from the Fraser Institute.

The right-wing, neocon unthinktank comprised of fanatical deregulation fat cat windbags, issued a report ranking Alberta in 7th place out of the 10 provinces in respect to roads in “good condition.” In fact, the report says that only 63% of Alberta’s roads are in good condition. The dismal state of Alberta’s roads were confirmed by an Alberta Transportation spokesman who acknowledged the province was behind in road repair due to insufficient funding, rising construction costs and a shortage of labour and material.

Given the Institute’s great affection for Ralph Klein, the ex-Premier primarily responsible for the current dilapidated state of all public services and public infrastructure, the province’s ranking would probably be much lower than 7th place, if the study was performed by an institution with a record for objectivity.

PRESTON MANNING WANTS GEORGE W. BUSH TO MANAGE THE CANADIAN ECONOMY

Preston Manning’s column of this today’s Globe and Mail asks the question: Who would be the best person at the helm of the ship of state as Canada heads into stormy economic seas?

After giving short shrift to Elizabeth May ( “ . .weak, terribly weak, on the economy.”), Jack Layton (“ . . . cut from the same cloth” as “economic disasters . . Bob Rae and Dave Barrett”), Stephane Dion (Dion’s degrees from university “are in political science and sociology – adequate preparation for salon politics but not for economic crises.”) - - surprise, surprise, he recommends his fellow arch-conservative and prodigy Stephen Harper.

Manning these days spends much of his time beating the drum for conservative causes. He remains a Fellow of the Fraser Institute.

You know the Fraser Institute, don’t you? It is that political arm of the Conservative Party that masquerades as a think tank. Amongst its former trustees are convicted felons David Radler and Conrad Black, both of whom helped to fund it. A former Fellow is Dr. Owen Lippert, an admitted plagiarist and patsy who fed Stephen Harper his Commons speech urging that Canada join George W. Bush in invading Iraq. Another Fellow of the Institute is that genius that brought Health Care in Alberta to its knees. Yes, Ralph Klein is also a Fellow of the Institute.

It is the same organization that has recently hosted George W. Bush’s political guru Karl Rove in two expensive dinners in Toronto and Calgary so that they could listen intently about what a great success his boss’s Presidency has been.

Yes, Manning actually believes that Stephen Harper is the best man to lead our country as the economy goes into the tank.

But think about this. Harper is an unabashed cheerleader for Bush and has been during all of the dark Bush era. Whether it was supporting the war in Iraq, mindlessly supporting the lost cause in Afghanistan, sticking a finger in the eye of China, supporting a disastrous course in the Middle East, or telling the Canadian people that the fundamentals of the economy are strong as we headed towards the abyss, Harper has been Canada’s George W. Bush.

And now Manning is telling the Canadian people that they should support Canada’s George W. Bush to manage the Canadian economy! That’s like putting the inmates in charge of the asylum.

Preston Manning is a neocon Reform/Alliance hack, and has been since his first foray into the federal arena. His advice is not only worthless, it is downright dangerous!

This morning Liberal Foreign affairs critic and Toronto MP Bob Rae revealed Prime Minister Harper as a possible plagiarist. And not just a mere bagatelle of a plagiarist. But a real doozer of a plagiarist - a lulu, a dilly, a humdinger, the real McCoy!

He appeared to have plagiarized almost half of a speech of more than 3000 words – much of it verbatim and most of it in wide swaths. Harper’s plagiarized speech was delivered by himself to the House of Commons on March 20, 2003 when he was Leader of the Opposition Canadian Alliance.

When he delivered the stolen words, the ink had hardly dried on the originals. The original speech had been given only two days earlier on March 18, 2003 by fellow neocon and Australian Prime Minster John Howard, to the Australian Parliament.

Howard used his speech to announce that Australia was joining the Bush II coalition of the willing neocons to invade Iraq. In it, he also set forth the reasons for the action - weapons of mass destruction, the threat of terrorism, the evil-doer Saddam Hussein, yada, yada, yada. Harper delivered the plagiarized version to exhort the Canadian Parliament to join in the great crusade and advanced the same reasons.

It is instructive to reflect on plagiarism in light of this astonishing revelation of contempt for the Canadian people. The following two appropriate quotes express the revulsion appropriate to such sleaze.

”In essence, plagiarism and her two twins--fabrication and falsification, emanate from sheer human greed.” S.M. Sapatnekar, An editorial in JAPI (Journal of the Association of Physicians of India), vol. 52, pp. 527-530.

And,

“What is even more tragic, however, is that those who purposely commit plagiarism reveal the shallowness of their own character. Late today a former foreign policy advisor to Harper took the fall. Dr. Owen Lippert (pictured as a young man in the lower photo above) who was up to now a paid Conservative campaign worker, said he did it.

A biographical sketch of the now disgraced Lippert is to be found on the website of the venerable neocon Fraser Institute. It notes that Lippert is a senior policy analyst for the Institute. He holds a PhD in Modern European History from the University of Notre Dame and was a trusted press secretary to Kim Campbell when she was federal minister of Justice. GORDON GIBSON JR: MORE DRIVEL FROM THE RIGHT

By way of review, Gibson is the highly educated (Harvard, London School of Economics) son of one of British Columbia’s great entrepreneurs, Gordon Gibson Sr. Gibson Sr. was born during the gold rush in Dawson City and rose from hardscrabble poverty to become one of the most successful lumber barons in the history of B.C. By the time he died in 1986, he had put together a huge diverse business empire founded on the forest industry including a shipping line, hotels, and radio station. He also sat as a Liberal member of the B.C. Legislature.

Gibson Jr. early in his career was by all reports a bright young man. He was one of the earliest supporters of Pierre Trudeau in the lead up to the leadership campaign in 1968. He so endeared himself to Trudeau that upon Trudeau’s winning the leadership he was hired as the new P.M’s first Executive Assistant.

Thereafter a strong relationship developed between the two. So strong in fact that Gibson Jr. was one of the handful of people who participated in the highly secret marriage ceremony of Pierre and Margaret.

In 1972, young Gibson went home to B.C. to personally test the political waters for himself. In 1974 and 1975 he won two elections to the Legislature and was provincial party leader for a few years before being defeated in 1975.

After 1975, although he emerged politically from time to time as a prominent B.C. provincial Liberal, he wisely shifted his sights on continuing in the tradition of his father in business. He also decided his political future lay more in punditry than electoral politics. Over the years, his opinions, carrying an ostensible view from the west perspective, have been read in several different daily newspapers.

Gibson Jr. fell out with Trudeau over the great constitution debate of the early eighties that gave rise to the Charter of Rights and the Amending Formula.

As time marched on he became an increasingly right-wing tub thumper. He is now firmly in support of the Reform, Alliance, Tory mishmash of far right wing ideology. So much so that he was appointed as a Fellow of its favorite propaganda machine, the infamous Fraser Institute.

Gibson Jr.’s message today poses the question whether or not it matters who is in power in Ottawa. He theorizes that whoever directs the government “will not move far from the public good. Government may – indeed, will - make mistakes, but public opinion will correct them soon enough.” It is assumed that the piece was designed as a dose of valium for Canadians who have disquiet over a possible Harper majority.

Alas, Gibson Jr. may be good at making money, but he he is sorely deficient in historical knowledge. Otherwise he would have known that it mattered a hell of a lot who came to power in Germany after the national election of November of 1932. Or that in the late thirties in Great Britain it was a matter of great importance who held the reins in the House of Commons as Hitler was gearing up to march across Europe. Or that in the United States in 1964 it mattered who was going to be the Commander in Chief, given that when the dust settled in Viet Nam, more than 60,000 young Americans had become tragic statistics of a lost cause.

He goes on: “The idea is that in a democracy, the general will of the people will govern, and the truly important leaders are not the managers of the day, but rather those in politics, business, religion, and the arts who shape that general will.” As an example, he puts forth the Fraser Institute shibboleth that fellow Fellow Fraserite “ . . . Preston Manning changed the fiscal policy of the government 180 degrees in the 1990s with his insistence on the importance of eliminating the deficit, in effect giving the day’s government permission to do what needed doing. He did this from the Opposition side.”

What utter nonsense! Pierre Trudeau must be spinning in his grave listening to his former Harvard educated trusted advisor drooling out such drivel. Reduction of deficits as a government priority was embraced by many jurisdictions in the west almost simultaneously. Manning had nothing to do with it, save for the rhetoric, which he and countless others of all political stripes were spewing at the same time throughout the western industrialized democracies. Manning was no Messiah on deficit reduction. He was one voice among millions, including Liberals, who were espousing the same cause.

Gibson Jr. knows this. He degrades what little is left of his public reputation as a responsible voice in the body politic by uttering such false banalities. He becomes just a lowly pamphleteer for the right like the rest of his pals in the Fraser Institute.

After waxing poetic about his favorite themes – institutional change, the primary importance of local and provincial governments – he says “The world today is certainly better than ever in my long lifetime, notwithstanding the past week’s financial turmoil.”

If he believes that, Gibson Jr. a child of privilege, is spending far too much time at the Vancouver Club. In fact, the world is in deep trouble – largely as a result of Gibson Jr.’s fellow travelers from the extreme right. Russia and the United States have revived the cold war. The Middle East continues to be a cauldron of real or threatened violence. Pakistan is a basket case. Afghanistan is a dismal failure, with our young men and women dying there for reasons that become less apparent by the day. Commercial greed in the United States requires a bailout by its little people of trillions, causing economic havoc world wide. A woman who aspires to be a heartbeat away from the Presidency of the United States – and may well be come November - has never held a passport.

And Junior - that’s only the beginning!

Yesterday I had a big surprise. I received an invitation to a reception and dinner from the far right wing Fraser Institute, the Calgary Herald's think tank of choice. The event will be held on September 24th at a tony downtown Calgary Art Gallery. The guests will be treated to a lecture by Karl Rove.

Rove, you will recall, until last year was the loyal and faithful servant of President George W. Bush. He served as the President's Deputy Chief of Staff, and headed the Office of Political Affairs, the Office of Public Liaison and the White House Office of Strategic Initiatives. Despite these lofty positions he has been described as 'Bush's Brain,' - not exactly a complement. In fact, Rove is a university dropout. He did attend university for a time - long enough to get draft deferrals until the draft ended in June of 1973.

His boss the President, showing the privileged and Ivy League class for which he is so famous, calls him 'Turd Blossom.' For his part, Rove describes the President as "one of the most intellectually gifted presidents we've had."

Throughout the greater part of Bush II's political career as Governor of Texas and President of the United States, Rove has been his closest political advisor. Thus he has been in on all of the great decisions - like going to war in Iraq and the public misinformation initiative that was its foundation, the woeful lack of preparation for rebuilding Iraq after the invasion, paying little more than lip-service to the war against the Taliban, the feeble response to Hurricane Katrina, public policy that has brought about the near bankruptcy of the United States, the wink-wink approach to torture and rendition, and foreign policy that resulted in the plummeting of American influence throughout the world. And that is only a partial list of the catastrophes of the Bush II years.

Rove's political gifts however, are not something to sneer at. He is an expert in smear tactics and dirty tricks. Rove the draft dodger has been given credit for labelling 1972 Democratic candidate for President George McGovern as a "left-wing peacenik" notwithstanding McGovern's stellar World War II service as a B-24 pilot. Rove has been accused of masterminding a telephone poll to voters in the Texas Gubernatorial contest between Bush II and Democrat Ann Richards, wherein the people being polled were asked if they would be more or less likely to vote for Richards if they knew that her staff was 'dominated by lesbians.'

He has been accused of doing the same thing in the 2000 Republican Primary in South Carolina, a contest between George W. Bush and John McCain. The telephone pollsters asked the question if they were more or less likely to vote for John McCain for president 'if you knew he had fathered an illegitimate black child."

During his long stint at the President's side, Rove had been up to his neck in other allegations -like being instrumental in the outing of Valerie Plame as a covert CIA operative, dismissing U.S. federally appointed attorneys for failing to prosecute democrats, and being involved in the 'swiftboating' of John Kerry's military service during the Viet Nam war.

So Mr. Rove is the guest speaker at the dinner to which I was invited. Oh, yes, I almost forgot. If I were to go it is not for free. Tickets are $500 per individual, $900 per couple and $5000 for a table of ten. Mr. Rove does not come cheap these days. However, probably unbeknownst to the Fraserites in Toronto, he comes cheaper in Calgary. On September 23 in Toronto, the Bay Street Harperite cheerleaders will pay $700 for one ticket, $1300 a couple and $7000 for a table of ten. I guess the recent downturn of oil prices from $150 a barrel to $120 or so prompted the better Calgary deal.

The Fraser Institute is a registered charity with Revenue Canada. It is a rabid proponent of competitive markets, less government spending and regulation, less gun restrictions, more privatisation of government services and more private medicine. It opposes government involvement in global warming. Two of its illustrious former members of its Board of Trustees are Conrad Black and David Radler formerly of Hollinger fame, and presently indisposed. The current Board is comprised primarily of Canadian captains of industry, past and present. Among speakers at Institute functions in the coming months are former Socred Preston Manning, fallen Premier Ralph Klein, failed magazine publisher Ezra Levant, and Harper eminence grise Tom Flanagan. Just so you know.

As for me, I'm skipping the Rove banquet.

THE CALGARY HERALD'S DISRESPECT FOR THE HISTORICAL RECORD

For those of you who read my musings, Rick Bell has appeared in my pages more than once. These days he is temporarily out of my doghouse. The quality of his work has risen perceptibly since he was recently awarded SunMedia's prestigious J. Douglas Creighton Award. The Award is named after a much loved colorful co-founder and one of the publishers of the Sun organization. It was bestowed upon Bell for his undeniable excellent writing skills that has graced the Sun pages over many years.

Yesterday morning at the Calgary Zoo, I ran into the seasoned old pro Bell. He was there covering the speech of Stephane Dion at the annual Grit Stampede Breakfast. After exchanging the usual pleasanteries interspersed with a few loud guffaws, he introduced me to reporter Jason Fekete of the Calgary Herald who was standing nearby. I had never met Fekete before. He seemed like an earnest young man and was friendly enough. However, the introduction was perfunctory and fleeting. Hardly an opportunity to size up the personality and skill set of the young scribe.

Dion went on to wow the crowd of 500 or so party faithful with a forty minute exposition of his 'Green Shift' policy, delivered articulately and passionately without a note. The crowd gave him many warm and long bursts of applause throughout the speech, ending with a heartfelt standing ovation. It seems that there are a lot of 'Green Shift' sympathizers in cowtown. I have heard Dion speak many times in the past, but this was his very best outing and his listeners rewarded him accordingly.

After the festivities had concluded, I returned home and picked up my morning edition of the Calgary Herald which I had yet to read. I was disappointed but not surprised to see that the second most prominent story on the front page was - as you might expect from an organization that is in the throes of a steamy love affair with Bush's pal Steve Harper - a negative story about the Liberals. It was written by Fekete who I had just met. The headline read "Grit's blog slurs Alberta." The piece was about the incendiary musings of maverick Ontario Liberal MP and former Tory, Garth Turner. Turner has mused like this before. He's a loose cannon. All parties have had loose cannons. I would question whether Turner's musings - like pitbull stories - are the right stuff for front page treatment. For that I don't blame Fekete. It was probably the work of one of his rag's many Conservative cheerleader editors. So be it.

But as I read further into the story, I did find something in Fekete's story that, well, . . really pissed me off. It was the invoking of the mother of all of our fears - Alberta's potato famine, its holocaust. Yes, the Ace up every RAT (ReformAllianceTory)'s sleeve, and the rabbit in every RAT's hat - the National Energy Program! The evil and dreaded NEP!

Now, being a Grit in Alberta, I need not dwell on the fact that I do not like the mention of the NEP. Of course, I don't. After all, our opponents have been flogging us about the NEP for - believe it or not - more than twenty-eight years! But what I really dislike is when it is made to look a lot worse than it was. When history is cast aside in the interests of advertising revenues or pamphleteering, or pandering to an important well-heeled segment of the Herald's dwindling readership. That is when it really gets to me.

The offending paragraph of Fekete's article reads: "The NEP - which set domestic oil prices lower than the world price and steered energy exploration out of Alberta - crippled the province's economy for a decade, but it was compounded by a collapse in world oil markets."
A fair interpretation of Fekete's words is that it was the NEP that caused our economic woes for ten years, and the collapse of world oil markets did not make things any easier. This is nonsense!
These are the facts:

1. The NEP was introduced in October, 1980.
2. Brian Mulroney and the Tories were elected in September, 1984.
3. Mulroney's Western Accord ended the NEP in March of 1985.

So, Fekete's history lesson so far is that the life of the NEP was four and one-half years - not a decade.

But here's more history - economic history, in this case - for Mr. Fekete:

• Between October 1980 and December 1980 when the slowdown began to take hold in the oil and gas industry, as well as other parts of the economy, interests rates - led by the Federal Reserve Board of the United States - rose from 13.5% to 20.50%.

In other words, NEP came into force and interest rates shot to the moon, just like that. There was no lag in time between the NEP and spiralling interest rates. Think of it - homeowners facing twenty percent mortgage rates. Investment loan interest in the same levels of the stratosphere. Business in times like that has only one way to go - down! It went down. And it got worse:

• By September 1981 - one year after the introduction of the NEP - interest rates were still hovering at 20%.
• Through 1980, the average price of a barrel of oil was $37.42 US (inflation adjusted to 2007 $97.68 US).
• Through 1984, the average price of a barrel of oil was $28.75 US (inflation adjusted to 2007 $59.47 US).
• Through 1986, a mere 6 years after the NEP and almost 2 years after the Western Accord that trashed the NEP, the average price of a barrel of oil was $14.44 US (inflation adjusted to 2007 $28.29 US - about 29% of the real value of a barrel of oil in 1980 when the NEP was initiated).
• Between 1987 and 1990 the average price per barrel ranged from $17.75 US to $23.19 US (inflation adjusted to 2007 $33.56 US to $38.02 - 35% to 38% of the real value of a barrel of oil in 1980 when the NEP was initiated).

And so, there was little lag in time between the NEP coming into force and collapsing oil prices. What this history tells us is that the NEP was literally the least of our problems.

So the NEP - as bad as it was, and it was not good policy admittedly - was only a factor that lasted not more than four and a half years. A long way from a decade. Far more trouble came to the oil and gas sector because of high interest rates and plunging oil prices (caused in part at least by high interest rates), all of which started at about the same time the NEP came into force. The NEP did not set interest rates or oil prices. It was those high interest rates and low oil prices that caused far more economic havoc for Albertans and lasted a helluva lot longer than the NEP.

Politics being what it is, I can understand why politicians sometimes misrepresent facts or skew them a certain way so as to reap some political gain. That's politics, and if one is involved in politics, it goes with the territory. But why should a newspaper do the same? What about the old newspaper value of informing the public - informing the public of the facts, not myths, so the public can make intelligent choices. That's what newpapers used to stand for, and what too often these days, they do not stand for.

Back a long while ago, when the Calgary Herald was a venerable newspaper of record, it would have accurately reported all of the economic facts about the NEP. Those days are clearly over now that it has become merely a cheap Conservative/Fraser Institute pamphlet.
